Sakura, cherry blossom, is generally considered "National Flower of Japan."
There are many places in Tokyo where you can see this wonderful flower from March to April.
If you want to see the most famous "Somei-Yoshino" in full bloom, the best season may be from late March to early April, depending on the temperature and the weather that year.
On the day of the tour, your guide will take you the best spots upon your interests and situation

-Trditional Japanese gardens with various kinds of cherry blossom, varying from early bloom to full bloom
-General parks where Japanese people gathering to cherry blossom viewing, Hanami.
-Strolling along the riverside path full of blooming
-Secret place where is not famous but can enjoy cherry blossom viewing, if still unpopular

I will check the cherry blossom forecast and give you suggestions where are the best spots depending on your tour date.
As I also take you to one of the famous gardens in Tokyo, you can enjoy varieties of flowers blooming in spring.

The best places in the best season are expected to be very crowded.
If you will be tired of the crowds, I will you take you the place as few people as possible.
There are possibilities you can't view full bloom of "Somei Yoshino" depending on the weather, but I can take you the place(s) you can enjoy another types of cherry blossom and Japanese spring.
We only had 4 hours but we got a lot in. First we walked along the moat of the palace to view the cherry blossom and then onto Shibuya to go to the crossing and then onto the Meiji shrine. It was great to have a local guide as we had to go by trains and subway which was really good. Taku was a great guide I would recommend to anyone.

We (Swiss family of 4) had a wonderful day in Tokyo. Taku adapted the program to our wishes. He explained us a lot about Japanese culture and we saw many interesting places. Taku was our friendly guide for 6 hours dedicated mostly to cherry blossom viewing in late March around Tokyo. He was knowledgeable and devised a great plan that was great for the viewing while avoiding the crowds. He was flexible and open to our suggestions and adapted perfectly to our particular needs (i.e., avoiding subway stations stairs as much as possible). We also saw some neighborhoods that I had not visited before, as well as a beautifully laid out cemetery and a formal garden.
